In a sense, dragons are both. To humans, they seem like feral beasts and they often act like it. They are prone to the typical killings that you would see in a dragon. But, they are also very intelligent. Dragons are capable of communicating with each other and learning the languages of any race. It isn't easy for dragons to learn new languages other then their own(Draconic) due to the fact that their vocal cords aren't capable of producing the same sounds. But, despite their intelligence, the older a dragon is the more likely they are to be feral. Eventually, a dragon's mind will reach a point in time where it just starts dying. They go on rampages more often or kill more people or forget events. It is sort of like Alzheimer's but with dragons. To the outside world, a dragon is a feral creature who kills at random. So, you can still play a feral dragon. In fact, it is not rare that young hatchlings who aren't killed on the eggshelf are left to raise itself. Those hatchlings are often the ones who end up being feral.
