I don't think they would have time for that. Every map I've seen on Panem has put the Capitol out west with 12 in various places along the east coast. If we wanted to include the bombing and still have them aim for 11 to connect with Rue's family while going through 4 for Finnick, they would get to 12 way after it was hit.
