The thing is, definitely as far as my knowledge spans, S or SS-classes are usually either employed directly as countries for protection or destroyed by other metas of that ranking. Basically, S and SS-classes are superpowers that detach themselves from infighting amongst the other ranks. I believe they would only step in if a meta becomes a massive risk!

I think your second idea sounds awesome and it may open up a whole host of storylines but something I find with Ruby is that combat is extremely limited compared to other Metas!
