He's not, there's just no consensus on what Numeral of the Saint actually does, and the one I've been given by people who understand Japanese properly is that it's equivalent to his "status" becoming EX during the daytime, meaning everything is treated as nonstandard. It's less because he's broken and more because he's weird.
