I think there should be some drug rig going around, a narcotic or drug of sorts that is EXTREMELY addictive, being a very large issue in the more seedier parts of New Ancora. Make it less appealing once you take a second glance, if you know what I mean. When looking past the seemingly beneficial and ambitious facade there are perhaps cyborgs suffering from a form of PTSD, gangs roaming the streets, corrupt cops, etc. etc. It could add to the horror element.
