Haha, oh my god. That's...wow. I can't even imagine that being a thing! Prim doesn't even like Haymitch. She's probably going to have a problem with him being with Katniss and she'll think Katniss has lost her mind. 

I think it's because he's sort of shy? There's obviously a lot of girls in the series that we never got introduced to, but it's pretty well known that Gale is busy. If he's not hunting out in the woods and taking care of his family, he's working in the mines. If he's not hanging out with a girl all the time while being productive at the same time, I can't see him getting up the nerve to kiss anyone. I think his feelings for Katniss were just convenient because she was always there.
