A few months ago, someone was developing a Fallout NRP to be set in the Gulf area. That has long since been abandoned, but I believe that an idea I developed to use in it can be effectively reworked to explain a technologically advanced faction in the west coast area—one with a new set of idiosyncrasies, independent of the BoS. If you want to base something off of them, be my guest. [hider=The Vindicators] The Vindicators could be called cousins of the Brotherhood of Steel. They originate from the same region and era as their BoS counterparts, but hold to a radically different ideology. The Vindicators evolved out of the pre-war United States military, specifically Roger Maxson's outfit, the guards of the Mariposa base. They were the members of Maxson's group that rejected his actions to end research into the Forced Evolutionary Virus in Mariposa. The premise postulated by them was that small sacrifices are acceptable if they lead to a larger overall gain to humanity—in the case of the FEV, the Vindicators sought to vindicate the work done at Mariposa by finding new and genuinely beneficial uses for the FEV. It was operating on this premise that led the Vindicators to desert Maxson and those loyal to him, and head out in search of a new facility, from which to continue research on the FEV. ((As the NRP was to be set in the Gulf region, what follows can be changed to instead have the Vindicators arrive in Washington.)) The Vindicators ended up settling on the Center for Disease Control in the ruins of Atlanta, Georgia as their new base of operations. Their entry into the region, and the subsequent sudden annihilation of raiders and other hostile forces in proximity to the CDC, prompted the scattered remnants of the U.S. military in the Gulf area to relocate to Atlanta to join with the Vindicator force establishing there. From the CDC, the Vindicators constructed the settlement of Reduit, a city which by the virtue of its connection to the Vindicators was the safest place to live in the wasteland. Settlers poured into Reduit and the city grew rapidly under the Vindicators guidance, prompting a second bolstering of the Vindicator ranks as citizens of Reduit began to enlist. The city's thriving population also allowed the Vindicators an opportunity to test the effects of their FEV research on a wide range of human subjects, aiding their organization's ultimate goal of perfecting and utilizing the FEV to the betterment of humanity. The harshness of the Gulf Wasteland and the gradual consumption of pre-war resources over time has forced the Vindicators to change the structure of their organization to adapt to their new conditions. Abandoning the CDC was not an option, but weapon and ammunition stocks in the region were finite. The Vindicators swiftly assembled the personnel and equipment necessary to turn their crowning accomplishment, the city of Reduit, into an arms manufacturing centre. Many of the city's residents found employment in construction of firearms, armour and ammunition of varying types, and the city has become the Gulf region's primary industrial manufacturer of these items. Most of the equipment used by low and medium rank Vindicators is produced entirely within Reduit. Surplus supplies not purchased by the Vindicators are exported to other settlements throughout the Gulf area, through the work of trade networking. This afforded the Vindicators a considerable level of soft power over the region; if a settlement not under their control enforced policies not in their interests, the Vindicators could choose to damage the settlement economically through trade restrictions, rather than immediately resorting to violence. To enforce trade restrictions imposed by the Vindicators, authorities in Reduit require any trader from outside of the city who runs a route that repeatedly trades with Reduit to sign onto a program called the Gulf Trade Initiative. Signing onto the GTI involves having a tracking chip installed onto your trade caravan, to ensure compliance with trade restrictions levied by the Vindicators. GTI traders are in turn given the advantage of being able to hire Vindicator personnel to assist in protection of their caravans from raiders and other dangers throughout the Gulf Wasteland. However, the Mississippi River serves as the cut-off point for GTI traders. The Vindicators do not operate west of the Mississippi, and as such, any settlement that far west is automatically black-listed for GTI trade.[/hider] Just something to jog your head, and help you think of a new advanced-level faction to occupy Washington.
