The important part of what is essentially a budget bill is that it authorizes military detention of 'terrorism' suspects under the auspices of the Department of Homeland Security. It requires congressional cooperation for a president to do so, but this is obviously a scenario where politicians are freaking, don't understand what they're dealing with and want to look good in front of the camera by playing tough guy...so of course they're throwing stuff like this at the problem.
