I have an idea that Jeonbae can use a technique of Chi/energy manipulation in order to cause the magic-limiting collar to break? Seems a little overpowered, but it can be worked into his history that he used to to escape the last time he was captured by hunters and was taught to him by another dragon imprisoned with him or just someone that was a friend.
