I'm not quite sure. I think he might have left it behind in Morrowind when the pack went to attack the orc werewolf hunter's hideout, but the pack may have revisited the campsite that was staged from and picked it up.

I don't mind either way. Fendros could always put together a suit of leather armour if it's decided that he doesn't have the chitin anymore.
