[hider=The Constitution of the Union of Space-Faring Nations] The Union of Space-Faring Nations has been created to progress forward the fields of prosperity, science, peace, and unity in all nations who have agreed to join this Union. The below articles detail the running principles of the USFN, and all nations who agree to this constitution shall agree to abide by all of the below articles. Article I: The Government of the USFN agrees to not interfere with the runnings, laws, and governments of member nations, except in circumstances detailed under Sub-Article I, or under the crimes which the USFN Supreme Court shall try criminals for. -Sub Article I: The circumstances in which the USFN government may create laws and regulations include tariffs, technology and science, immigration and emigration, and in circumstances in which the runnings or laws of the government could harm or hurt other nations within the Union. -Sub Article II: The USFN Supreme Court shall try criminals within inside the USFN for the following, and member nations must hand the criminals over for trial if they have committed them. Genocide, Slavery, Destruction of Commerce and Trade, or Acts of Terrorism Article II: The USFN members will hereby combine their research and technology divisions to form one unified research division to which all nations can gain from. All technology accessed by other nations is hereby shared with all other member nations. -Sub Article I: The Nations of Sazkarjhia and the Eternal Union shall endeavour as well to expand the knowledge of the force known as magic, as well as attempting to find ways to spread this ability to others species that are apart of the Union. -Sub Article II:If a research division of a member nation contains sensitive research or if it’s merging would cause security and information issues for the member nation, then the member nation is not required to merge it with the combined USFN division nor reveal it’s existence. Article III:The USFN Government shall set up a combined military force that shall include forces and resources from all member nations. Member nations can continue to maintain their own militaries. The exact structure and divisions of this combined military shall be decided by military officials from the initial member nations. - Sub Article I:The USFN Combined Military is to be strictly used for defense only, unless via a two-thirds vote of all USFN members. - Sub Article II: All member nations hereby enter a defensive pact. All member nations are required to come to the defense of other member nations, but are under no obligation to come to aid if the war was started by the member nation. Member nations that declare war can still request aid however. Article IV: The USFN requires that all member nations maintain an open border policy, and allow immigrants to come to their nation, as well as emigrants to leave if they wish to live elsewhere in the Union - Sub Article I: Member Nations cannot not require that a immigrant switch to a different religion to move their nation. Member nations may however require that emigrants require to stay under the same religion as they were if they do immigrate. - Sub Article II: Citizens of member nations may still be subject to certain parts of their former country's constitution and laws, if the member nation so wishes. Article V: Nations can not enact tariffs above 10% on raw materials. There are however no tariff restrictions on finished products or products that are not finished products but not raw materials. Article VI:In terms of culture and religion, all member nations under the USFN are allowed to establish religious centers and missions on the planets of other member nations if they wish to, as long as it does not conflict with Sub-Article I - Sub Article I: Member nations are still allowed to enforce laws for or against religious freedom, and the voluntary outreaching to convert can be under the member nation's constitutional jurisdiction Article VII: The USFN shall be divided into 3 Branches, the Executive, Judicial, and Legislative branches. The powers, responsibilities, and method of choosing are detailed in the following Sub-Articles. - Sub Article I: The Executive Branch is to consist of the High Council and any offices setup by the High Council to assist the USFN. The High Council shall approve laws on a two thirds votes of its members, veto laws if they feel they aren’t right, submit laws to be approved by the Judicial Branch, set up offices of the Executive Branch to assist within various operations of the Union, and use Executive Orders in times of emergency to secure the Union. Each Member nation is entitled to one representative on the High Council. The way in which the representative is chosen may be decided by the nation, the only stipulation being that the representative cannot be the main leader of the member nation. - Sub Article II: The Legislative branch is to consist of the Parliament and the Senate. The responsibilities of the Parliament is to pass laws with a more than half votes of all representatives in the house. The job of the Senate is to help vote on laws, and if there is not a more than half vote with the Upper House when the Parliament agreed on the law, then the law is to be debated or if the High Council approves then the law may be passed. The Senate can also overturn a High Council Veto via two-thirds veto. The Parliament is to consist of 800 seats, with seats be divided out to nations dependent on population, and then the representatives are to be elected by citizens of member nations.
