Looks good for the most part, couple comments though before accepting...

-"Has dog ears because he doesn't know he can and sees no reason to do so." it seems like part of the sentence is missing because that doesn't make sense as is. What does he not know he can do?

-"his lycan form is a small white dog." it would be okay if it seems like a small white dog because he's a young boy, but he can't change to a different type of animal than everyone else because they're all based on the same breed of wolf DNA. 

-"Is gifted with ice magic but also has an affinity with cold. Doesn't feel cold, susceptible to warm weather. Has control over ice." I would like more details regarding his magi as it could easily become an issue. Magic is just one of those things that's needs its boundaries otherwise you could destroy everything XD

After that's taken care of I'll accept him.
