Gale makes more of a move in the second film/book but even so it's not really much. I feel like she wasn't interested in either and if she was gonna be with someone, it's Haymitch cause he doesn't deal with petty shit and could at least kept Katniss on her toes since even then, she doesn't like settle down from my point of view. Peeta is so in love with Katniss, I feel for him because he took what she did seriously and the fake romance is carried through to the next book and becomes a plot device for the third, sadly. I just can't ever take the pair seriously or find its merit.
