I think you should raise your number of navy staff with at least a milion considering the size of your fleet. 

To put it a bit in perspective. The US navy had on august 1945 nearly 3 milion men enlisted. They operated at that time 28 Fleet carriers, 23 battleships, 72 cruisers, 377 destroyers, 71 escort carriers and numerous smaller and axuillary ships.
