The rest of us will be starting off as a normal person who has an affinity for the force. I've limited people to one (or in the case of one character, two) powers because they shouldn't have many powers if they are just starting off. Both the Sith and the Jedi are all but extinct (at least in this part of the galaxy), so it wouldn't make sense for you to have extensive training. If, however, you had some training, then the other side likely would have learned about you and searched for you. The fact that you weren't recruited before means that you weren't noticeable to the Sith and were either too old for the jedi or too weak for them to notice you.

If you can come up with a reason for him to be at Dantooine instead of the with the other children on Coruscant then it's fine.
