If Heat is going canon he has been a Grand Moff for ages and the Kashyyk raid doesn't take place as it is in the old Novella and is Legends. The Tarkin book was a new release and was canon. I felt Heat would be going with movie Canon here but we'll see what he says on this note but as you said, that's only for his rank. Though I've read the Darth Vader: Rise of the Dark Lord book I don't remember much in it to do with Beskar because it focused so much on Vader I honestly didn't pay much attention to Tarkin in it. Darth Crusade (In my Rise of Crusade) was originally from Death of the Force which has been planned since, forever (Well back then it was Legacy of the Force) and it kinda left with the GuildFall and I've nor resurrected it for a reason. Rise of Crusade is a prequel but it's already complicated enough trying to link the two together despite the main character.
