While the hat and weapon are allowed (although remember, the staff would just be white with blue accents), [i]all[/i] angels are created in Heaven, and they end up on Earth for an assignment or punishment. God creates angles as She sees fit; just like Satan creates demons who are born and raised in Hell. 

And, all angels manifest blue/white halos and wings.
