A fleet is a 101 ships to me. That 1 at the end is a Dreadnought. 

So yeaaaah. 

There is a few that are needed for trading with Sazkarjhia, but those have fleets to protect them and I do not think Sazkarjhia would be happy if your attacking were all of there trade is coming from.
