Today I am making the decision to allow an Imperial character as the leader of the new Empire. It is expected the new Empire to be the main enemy so the leader can choose to do anything politically, militarily, or otherwise. Once the character is accepted, they will be allowed to accept (with gm approval) Imperial Officer characters from other players to lead fleets. It is to be expected for the New Empire to have the weapons, funds, and ships, to take down Tiberius' new Organization after the timeskip, and expected for them to fight, so we can't really have a goody goody, but a Sith won't really work.

Also, after the Imperial leader character is accepted, they will be told of all of their bases, shipyards, fleets, etc. 
The player chosen as leader may search for a personal ship to their liking. Depending on what it is, it will be given. Even ships up to the New Republic era.
