If what I'm reading is correct, then this part is her Special Ability.:

"Monarch can line up the four Crowns, which will funnel and focus an electrical discharge that is aimed through them, turning it into something that looks more like a laser beam than electricity. This is generally only worth doing when Monarch is at it's maximum capacity and ready to discharge as much electricity as possible, as taking the four rings off the battlefield means allies are no longer being supported. Once the attack hits it's target, the focused electricity spreads into the ground and out into nearby entities -- friend and foe. "

Is this correct? If so, I believe that is fine. However just remove the ability to fly, since that's overdoing it a bit. With those changes, she's accepted and you're free to work on a post!
