I may make the Jasmine Dragon leader as a character with a CS. This will probably be the most played NPC. Anyways, waterbenders, a. must have a very interesting backstory due to the fact that they are pretty much unknown, and b. while a rouge waterbender who breaks the rules and somehow has knowledge of somewhat ancient arts would know icebending, not bloodbending. Bloodbending wasn't just outlawed, it was evolved out of. Waterbenders can no longer bloodbend; there is no secret scroll or teacher that can teach a waterbender to bloodbend. It is truly gone. The reason for this is every advanced bending style has since become a separate art form to level out combat and add some spice.
