That is true, that's the only thing I was having trouble working out. I was thinking that she would have to follow her own rules but I think it would be fair to say that since she is the Admin's prized pet, they keep her on a short leash. They won't let her run around forcing others to do what she wants without good reason, if she did the Admins would look bad and I was thinking that perhaps one of the traits of these admin's is their vanity, I'm of course assuming their partially human. 
We could set up a system where if Gwen wanted to force someone to do something or punish someone on a character harming scale she would have to receive permission from the Admins to do so and being the mini-bureaucrat that she is breaking that rule will hurt her more than the Admins will when they catch her.
(ex. she could tell a person they are not allowed to use the pool for a week because of bad behavior but not give them a Detention on a whim) 
Shes kind of like a figure head who the Admins can and will replace in a second.
