Tsubasa, I read over the PMs and I'm going to weigh in. Witches, being in that lore, are traditionally evil. If she's been in a tower, she's going to stay there and not be let free by the witch. The witch wouldn't be in need of keeping her secret or protecting her either. So the way I'd like to see it is either:
1- The witch is keeping her locked away for witch related reasons and Rapunzel is still in the fairy tale world.
Or
2- Rapunzel was sent to Earth when the Dark Queen took power and remains there to this day.
