His power is strong enough that he can make the people hearing him believe they haven't heard anything at all beyond their own inner thoughts. People of lesser intelligence can be controlled as a mob, if he affects them all.

Info: Trained in the Italian army, Cavalon ended up getting dishonourably discharged following an incident in which he accidentally caused the squad under his command to commit a suicidal charge on an enemy fortification. Afterwards, he worked as a gun for hire and only took on jobs in which his 'charisma' could be best utilised. He was snatched up by the Foundation 4 years ago, making Fletcher his superior (though he does not like that fact).
