Sort of. Its not so much as an alternate dimension as it is the surface in which everything in existence rest(worlds, universes, dimensions) upon, and people don't gain powers from it, but from the ability to manipulate their physical realm by causing small ripples in it. Also, when people "Jump," they do it by being susceptible to being carried off by black waves, and when they gain abilities, it's because their struck by waves carrying abilities from other worlds.
