He was meant to be a minor villain and another alias of Mister Madness. The villain will have 4 or 5 identities with his multiple personalities, and possibly even a hero. Boomerang is just one of them.

There's still the option of doing something in the quarantined zone with the melt men, other original villains, etc. This wasn't meant to be a team based RP, just heroes who frequently run into each other because there are so many of us protecting the one city.
