As for the issue of dueling, I'd argue to use it on a case-by-case basis. People can probably opt to use whatever they wish and I'm certain agreements could be reached easily.

Also, Stratos at 1 won't really be that oppressive imo. You can go into the wind masked hero (kamikaze, iirc?) and the backfield hate can be done just as well by someone like, say, Acid. Otherwise, he's another searcher in a deck of searchers and can just make an easy r4 with bubbleman otherwise.
