first thing I feel the need to mention is that it isn't Detiny Island. 
It's the Destiny Islands. The emphasis on the "s" is important because the main island is where people live generally and the smaller island is just there. Though I'm sure other kids or people probably go there occasionally to play. So you should probably say he lived or spent all his time on the smaller island. 
He could know Rai if you want. Maybe be friends? They seem like they'd be a good time being that Rai is the muscle and he'd likely be the speed. XD
But even if they don't know each other they are essentially from the same world. 
Also... Is that Kuroko? Seems like a Kuroko fan art... I think it's kuroko o_o
Anyway... For the most part it looks pretty good to me. Just take into consideration what I said and maybe change it up just a bit.
