That said, she doesn't manipulate the weather to a great extent. The most she has been seen to do is manipulate weather patterns enough to induce rain on a regular basis in a smallish region. The furthest I could see this logically extending would be her, say, whipping up a thunderstorm in a localized area over a matter of hours.
