@Caelum: Honestly? I placed Shirou in the mid-level in terms of acceptable power levels. Tracing Noble Phantasms(and probably ANY weapons really) is extremely useful. Even if it was somehow only Noble Phantasms. Honestly I think he'd be perfectly capable of fighting Charlotte, but given Charlotte's personality I think that encounter is far more likely to end up with a confused Shirou then any fighting.
