Kugehebara made eye contact with Denzaimonten, but it'd be incorrect to say the other did the same. His red pools stared through Rikuto as if his physical presence was all but absence, the only suggestion that Denzai had even noticed him being a roll of his shoulder to get the others hand off of it. It was not that he disliked or intended to be rude to Rikuto, it was just a personal space thing. 

The proceedings got nothing other than an arched brow out of Denzaimonten, and only when Kyouko had made her entrance. The interactions of Mizushima and Homura only continued to affirm Denzai's beliefs about the school and its student body - an overly aggressive, pent up mess - and this was coming from the guy who had to sort out the Model UN when fights broke out. Such was the case with children, though. He'd long moved past throwing his weight around like he had something to prove, or using such vulgar tongue in an attempt to construct some sort of 'solid' persona. 

Silence is bliss, and Denzai is in pursuit of it. Most answers from Denzai were exactly that, silent, unless required. In fact, if meaning needed to be conveyed from the silence, usually large red kanji or hiragana show up to do the speaking for him...but we don't see that.
