Can't speak much for those two accepted characters, but Mayuri is a pretty powerful guy that uses lethal poisons that are difficult to dodge, can paralyse you, has tons of unpredictable enhancements to his body, is capable of altering his own body to ludicrous extents (with next to no time at all), and can use his sword and kido to great effect. He's all-around dangerous to absolutely everybody, with abilities that can actively prevent players from actually taking part. As for Kurumi... as I recall, she can use any point of time as a respawn point, essentially. Killing her has proved to be an immense waste of time. So even if she were outpowered by someone else, she's still a strong character, AND has the means to simply fight a war of attrition she's highly unlikely to ever lose. And this isn't getting into any other time-based abilities I can't remember at the moment.
