I would assume so. Elves would be the sneakier dragon hunters, while dwarves would be the ones constructing the big war machines and selling them to the humans, XD

Dwarven cities would most likely be in the mountains, Elven, probably in the forest or on particularly scenic coast, Human, everywhere else.

Dwarves may refer to Dragons as "Skykings," which dragons would probably adopt as their name in human language. After all, it is quite flattering- a king of the sky!
