Erm... still not sure which one you mean. If you want to create NPCs then you don't need to fill out a sheet, you can just put them in your posts. Obviously don't go too far out with your NPCs (and make sure they're not OP). If I notice that people are using the same NPCs repeatedly I may add them to the list of Key NPCs.
