There'll be a few, aside from character conflicts. Namely:

1) Between military units who are still continuing the war based on their last orders.
2) Between military units who have decided to strike out on their own and are competing for territory.
3) Between individuals fighting over supplies/safe locations/etc, etc

Basically your standard conflicts in a post-apocalyptic scenario with the addition of the 1st scenario.
