Well he isn't there to learn actually. He came to the Academy hoping to pull a crew together to help him steal what he needs to fix his ship. He is only 19 so no experienced hero or villian would work for him without a high price which he cannot pay. So by becoming friends with people with powers around his age will be easier to work with.

Compared to the security on other worlds capable of sci fi tech he shlould be able to work around it.
