I may be wrong, but I don't think Connor or Roy have a true base of operations (loyalty to one city over another). Roy had ties to Dick through the Titans obviously. Connor **Hawke** (sorry for the flub), well, son of Ollie who -along with Black Canary- has had a good working relationship with Batman.

Why would they be in Gotham? I dunno. Stop making me think of stuff!! =P
