Both great characters IMO.

Other female characters that could possibly work: The Question (ties to Batman, Gordon & Batwoman), Onyx, Det. Ellen Yin (from *The Batman* cartoon), Bluebird and Black Canary (yeah, I dunno why she'd be in Gotham either!). Oh, and Catgirl.
