Well that's why NPCs mostly would have them! To keep it fair! Obviously things would interfere or there would be ways the charas find out how to beat them as well as use there own to beat others! There will most definitley be rules for anybody if a chara wins them from an NPC. 

And on that subject this RP isn't quite big enough YET to need a co-GM necessarily but we will see :)
