The Mad Hatter, is mad, _clearly_ because hatting is a dangerous business, full of chemicals. These chemicals to paint these hats, tend to drive the people who made them loony. 

And yeah, Alice in Wonderland Mad Hatter is a loon, but a friendly loon, much like the March Hare. The Dormouse, is less of a loon, and more of a fellow who needs a good bed to nap at.
