If you look closely, he can only no-sell attacks made specifically against him. Accidental harm, or just attacks against groups, he can do nothing about. It's kind of a matter of intention, as even two identical attacks could either harm him or not, depending on what the attacker intended.

Kind of a trick that only works once. Once someone realizes that they can't harm him directly, they start attacking indirectly, and then his power falls through.
