My post has been sitting at half-heartedness level similar to that for awhile, and I'm drawing a blank on how to improve it. :/

How does one introduce a secret police force, when one has nothing for them to do. No figures to assassinate or intimidate. No reconnaissance or counter-intelligence needed.
