Just because a character is a senator and takes a political stance, doesn't mean they still can't do regular assassin things. In fact I'd hope that most characters would still do the traditional assassin things. Whilst I'm not against multiple characters, given this is an advanced-casual rp and that players will be able to create/control NPCs, players should be cautious and should have two max (unless you convince me otherwise). 

As for rank, like I said, I'd rather players start lower so we can ease into the RP and progress over time. If your character's starting at Assassin rank then there's little room for progression. The GM characters are only high ranked because it works as a control device, but even TheGodfather's character has only just reached Veteran.
