Not a problem, we're slow paced right now. 

Yep, all characters will receive the text, so you can either start from that or with Mirurun's. 
The Colors have been around for quite a while now, however, it is uncertain whether or not the war actually has an end, since Mirurun is a troll and likes giving away powers just because. The first Color, or group of them, have already been killed, so it is impossible to know exactly how long they have been in here. 
Ikebukuro is Mirurun's playground, so yes, right now they are only in there.
Of course they are aware, but since there are so many suspects, they are uncertain on what to do or who to go after. A police investigation is being held, though they are getting nowhere, for one reason or another.
