If it's a slugging match, the Imperium [i]wins[/i]. They've got too many ships, and something that threatening would have them actually focus the insanity that is its disparate forces. You're trying to take on a sci-fi Empire that inhabits billions of worlds, many of which have far greater populations than modern Earth, with a single planet-sized thing. It's a losing battle.
