"Solve" doesn't necessarily mean "end the fight". "Solve" can just as easily mean "get away from the angry man with a sword" or "manage to said angry man pause, only to find yourself in an even worse situation". 
Frankly, if a full-power Nono is allowed under a gentleman's agreement that she won't instantly end every fight, I don't know why the guy who can somehow defend himself with a plunger, a thermos of soup, and a rubber chicken shouldn't be.
