Well, the UMMA does. If they were to show up they'd probably try and detain the Umbrella agents or something, though. It's basically because of Shadow Eternity's presence they have the license to interfere on a small scale. So yes, they would attempt to shut down Umbrella without killing the people there. That's what I meant by taking out.

As for members of Shadow Eternity, if they surrender they perform an arrest. But so far the UMMA agents have been shot at, and the one person who attempted a surrender was shot by another Shadow Eternity soldier. To be fair, if the swordlady knew about that she would strongly disapprove, but she seems to think her soldiers are bumbling idiots anyway.
