The government isn't backing Aperture... it doesn't know much about what the corporation is doing in the background but it has its suspicions. Look, point is that Aperture are very bad. The government aren't the prettiest but they're tolerable and the reform motion are the good guys. I don't particularly like the idea of raiding Avalon at the minute because in my opinion, what you were talking about with the prejudice is a better storyline!
