It can be dodged and it's impossible to spam since it's got a fairly long cooldown.

I was thinking magical weapons(best example is Excalibur right off the top of my head, I'm sure there's others in our bios) or active defenses can block it, but passive barriers can't.

So dodging is the safest defense.
