Make contact with me! The trader state isn't one to send emissaries out. Can't afford to peel away their defense force to do that kind of stuff. 

But their massively open area enables alot of options. They don't really have a set border but rather a recognized region. They'd likely see military ships and privateer often (the latter of which they sometimes employ.) so a couple ships wouldn't result in a red alert situation.

Send a fleet however...

Oh! With how open they are, I'm sure they have met your nations or members of them before so no need for that whole first contact flashing lights and symbols crap.
